ABOUT US
The U.S. Pharmacopeial Convention (USP) is a scientific nonprofit organization that sets standards for the identity, strength, quality, and purity of medicines, food ingredients, and dietary supplements manufactured, distributed, and consumed worldwide. USP’s drug standards are enforceable in the United States by the Food and Drug Administration and these standards are used in more than 140 countries. USP’s focus on global public health extends to lower and middle-income countries with work in over 20 countries through donor-funded programs. Our programs are focused on building the capacity of regulatory authorities and manufacturers in ensuring patient access to quality-assured essential medicines by providing: 1) Technical assistance to manufacturers to increase the supply of quality-assured priority medicines for malaria, HIV/AIDS, tuberculosis (TB), neglected tropical diseases (NTDs), and maternal, newborn, and child health (MNCH) products; and 2) capacity-building activities to regulatory authorities to fulfill their function in ensuring the supply of quality-assured medical products.
PQM+ & COVID-19
United States Pharmacopeia was awarded The Promoting the Quality of Medicines Plus (PQM+) program, a Cooperative Agreement between the United States Agency for International Development (USAID) and the United States Pharmacopeia (USP). PQM+ improves access to quality-assured priority medicines and addresses the proliferation of poor-quality medical products in low and middle-income countries through cross-sectoral and systems strengthening approaches and the application of international quality assurance standards across the pharmaceutical system. PQM+ is currently seeking a Pakistan-based consultant to contribute to the successful implementation of the PQM+ COVID-19 and other technical activities in Pakistan by providing coordination and support to the technical team.
ACTIVITY BACKGROUND
USP - PQM+ Pakistan team would like to hire a Project manager consultant who will oversee the activities related to manufacturers’ support (Remedsivir and PPE) under COVID work plan. Under the overall direction of PQM+ Chief of Party and his team the entity/Individual will:
1. Play a lead role and support the Chief of Party, and his team as well as USP PQM+ senior management in Project planning, scheduling, implementation, and monitoring of activities related to manufacturers’ support.
2. Maintains work coordination between the project team members along with economic project execution in addition to assuring quality assurance as well as completion of the project inside the stipulated time.
3. Enforces preplanning meetings for creating, reviewing, and drafting of detailed plans related to assigned activities.
4. Coordinates with the program manager and Sr. operations manager on work plan development, implementation, and reporting.
5. Formulate monitoring and outcome indicators for assigned project activities to determine that it is meeting its objectives.
6. Monitor project status for significant deviations in the schedule, cost, performance, and quality objectives and suggests strategies for improving the efficiency and effectiveness of the program by identifying bottlenecks in completing program activities and developing plans to minimize or eliminate such bottlenecks.
7. Visit the projects on-site to review the process and make suggestions.
8. Prepare reports on the progress of all assigned program activities with corresponding expenditure(s) weekly, monthly, quarterly, semi-annual, and annual.
9. Assist the Chief of Party and his team in conducting project reviews and planning workshops.
10. Coordinate with the program manager in the evaluation of the project with the PQM+ Headquarters team.
11. Supports the program manager in the development of project budgets.
12. Provide advice about strategic and operational issues during the program implementation.
13. Coordinate internal resources and third parties/vendors for the flawless execution of projects.
14. Ensures guidance in task scheduling i-e, the activity-wise listing of dates.
15. Interface with various departments, senior management, and external individuals providing value and support for continuous improvement.
16. Coach and mentor team members, along with providing feedback on team performance.
17. Any other project related work assigned by COP/DCOP
MANDATORY DELIVERABLES

MINIMUM REQUIREMENTS:
1. At least a bachelor’s degree Pharmacy sciences/Biomedical engineering with project management in project or any other related field.
2. At least five years’ project management experience in the health sector. development projects implemented.
3. Demonstrated analytical skills and project management skills to anticipate potential problems and risks that may occur with the prospective project before they occur.
4. Demonstrated experience in managing project teams and having problem-solving skills, along with delivering successful program outcomes.
5. Excellent oral and written communication skills in English; knowledge of the local language is desired along with sensitivity to and responsiveness to all partners, donors, and program staff.
6. Excellent motivational skills (coaching, counseling, and mentoring).
7. Mature judgment, combined with a proactive, energetic approach to problem-solving.
8. Person national and having fluency and proficiency in written and oral English required.
9. Keen judgment and decision-making ability with high confidentiality awareness.
10. Attendance/Punctuality - Consistently at work and on time.
PERIOD OF PERFORMANCE
The scope of the work defined herein should be implemented within the years 2020-2021 between the assignment will be for 11 months from the date of the sign of the contract.
GEOGRAPHIC AREA
Selected firm/ individual will develop and work remotely in consultation with the USP Pakistan team and travel Islamabad for delivering the scope of work. USP Pakistan may decide to change the locations (city), increase or decrease the number of deliverables. The Consultant will be informed of such a change in advance.
REPORTING
Selected individual will report to the PQM+ Chief of Party
